DODA, DEC 29: The Assistant Executive Engineer (AEE) of PMGSY Division, Doda, on Sunday placed under suspension following allegations of negligence and unauthorized absence during critical snow clearance operations. This action was taken after an inquiry revealed that the officer, Raj Kumar, left his station without proper authorization, even as snowfall caused disruptions in the region’s rural road infrastructure.
As per the order, a copy of which lies with The Newsroom 24 – Awaz, the performance of PMGSY Doda in clearing roads was deemed suboptimal in the Sub Divisions of Doda and Bhagwah. It was highlighted that officials were instructed to prioritize road clearance, especially during emergent circumstances. However, Raj Kumar failed to adhere to these instructions, an act that was described as unbecoming of a public servant and a dereliction of duty.
The order further noted that Raj Kumar had been reprimanded multiple times in the past for his casual attitude and failure to carry out his duties in a disciplined manner. Pending further inquiry by the Additional Deputy Commissioner, Doda, he has been directed to remain attached to the ADC’s office and deployed at the 24×7 EOC/Control Room, DC office, until further orders.
In the interim, Mukesh Kumar, Assistant Executive Engineer, PWD Doda, and Umar Jan, Assistant Engineer, PWD Bhagwah, have been assigned the responsibilities of managing the routine work of AEE PMGSY for the Doda and Bhagwah Sub Divisions, respectively.
Additionally, the Executive Engineer of PMGSY Division, Doda, has been instructed to explain how Raj Kumar was allowed to leave his station without prior approval, especially during a period when all departments had been directed to cancel leaves and ensure continuous monitoring of snow clearance efforts. A report on this matter has been requested within two days.
