Jammu, March 23:
In a poignant ceremony held at the Convention Centre in Jammu on Monday, Lieutenant Governor Shri Manoj Sinha handed over government appointment letters to the Next of Kin (NoK) of 37 victims of terrorism.
The move is being hailed as a “new moral declaration” for Jammu and Kashmir, signaling a shift from a system that once neglected victims to one that prioritizes their dignity and justice.
Justice Beyond Punishment: Healing the Wounds
Addressing a gathering of families, social organization members, and senior officials, LG Sinha emphasized that justice for those affected by terror is not merely about penalizing the perpetrators.
“Justice also lies in which stories society chooses to remember. It means wiping the tears of grieving families, acknowledging their pain, and healing the wounds inflicted on their souls,” the LG observed.
He pledged that the administration would work with full commitment to ensure that every terror-victim family receives the recognition and support they were denied for decades.
Cleaning the System: A Warning to ‘Conflict Entrepreneurs’
In one of his sternest warnings yet, the Lieutenant Governor targeted the remaining elements of the terror ecosystem and those he termed “conflict entrepreneurs.”

Zero Tolerance: LG Sinha vowed the strongest action against terrorists and their supporters.

Systemic Cleanup: He revealed that those who infiltrated government machinery in the past to aid terror will be systematically identified, removed from service, and punished.

No Safe Havens: “The shield that once protected terror elements is crumbling. There is no longer any safe haven in J&K for terrorists or their networks,” he warned.

Policy Correction: While those linked to terror are being dismissed, neglected victim families are being integrated into the government to secure their economic future.
Reflecting on a ‘Civilisational Failure’
The Lieutenant Governor did not mince words when reflecting on the past, calling the previous neglect of these families a “civilisational failure.” He questioned how the system had evolved to a point where victims became a burden while those linked to terror became beneficiaries.
“I see this not merely as an administrative lapse, but as a complete collapse of social morality,” he stated, adding that the “era of terror is over” and a “new order” has arrived.
Support for Government Employees’ Families
In addition to the families of terror victims, the Lieutenant Governor also handed over appointment letters to:

Beneficiaries in Age Relaxation cases under the J&K Rehabilitation Assistance Scheme-2022 and SRO 43.
The event was attended by high-ranking officials including Principal Secretary to LG, Dr. Mandeep K. Bhandari; Commissioner Secretary GAD, Shri M Raju; and Divisional Commissioner Jammu, Shri Ramesh Kumar.
