Jammu, April 13:

In a massive push to eradicate the menace of narcotics from the Union Territory, Lieutenant Governor Shri Manoj Sinha today launched the “Nasha Mukt Jammu Kashmir Abhiyaan” from Kathua, declaring that the state’s future will be forged through collective action rather than mere documents.

Addressing a sea of people at the Sports Stadium Kathua, the LG led a spirited Padyatra to Government Degree College, joined by thousands of students, activists, and civil society members united under the resolve of a drug-free J&K.

The 100-Day Roadmap: From Awareness to Sustainability

The Lieutenant Governor unveiled a systematic, six-phased strategy designed to deliver lasting change within three months.

Phase Timeline Primary Objective
Phase 1 Month 1 Ignition: Massive awareness and public mobilization.
Phase 2 Month 2 Penetration: Deepening reach within families and communities.
Phase 3 Month 3 Sustainability: Cementing long-term drug-free structures.

“The next three months won’t just run a campaign; they will sow seeds for lasting change,” LG Sinha remarked, emphasizing that the movement must reach every panchayat and every alley.

‘Crush the Smugglers, Heal the Addicts’

The LG’s address highlighted a dual-track approach: unyielding enforcement against traffickers and compassionate rehabilitation for victims.

1. Ruthless Enforcement

In a stern warning to drug syndicates, the LG directed police officials to prepare lists of “Top Drug Peddlers” at every station, with a mandate to dismantle these networks within 30 days.

  • Asset Seizure: Under the NDPS Act, the government will freeze bank accounts and confiscate all movable and immovable assets of traffickers.

  • Document Revocation: A new Standard Operating Procedure (SOP) will see smugglers lose their passports, driving licenses, arms licenses, and [Aadhaar Redacted].

2. Humane Rehabilitation

Shifting the social narrative, the LG stated that addicts should be viewed as patients needing empathy.

  • Call for Centers: Demand for more effective, accessible, and humane rehabilitation centers.

  • Social Support: A plea to society to drop the “not my problem” mindset and embrace those who have strayed to help them recover.

Women and Youth: The Frontline Defense

In a significant move to involve the community, LG Sinha called upon Women’s Self-Help Groups to form “Women Vigilance Squads.” These squads will monitor drug abuse cases at the grassroots level and provide direct feedback to senior officials.

The event also saw the launch of the Nasha Mukt Jammu Kashmir Anthem and a series of Nukkad Nataks (street plays) and cultural performances designed to mobilize the youth.

“A youth who grasps life’s purpose becomes our strongest weapon against drugs,” the LG said, concluding the rally with a solemn ‘Anti-Drug Pledge’ administered to the thousands in attendance.
