Lieutenant Governor Sh. Manoj Sinha today addressed the Legislative Assembly of Jammu & Kashmir, marking the commencement of the high-stakes Budget Session. In a comprehensive speech, the LG reflected on the transition to popular governance and charted a roadmap for an “inclusive and resilient” Union Territory.

Highlighting the foundational principles of Economy, Ecology, and Equity, the address detailed significant strides in infrastructure, social welfare, and youth empowerment.

A Milestone in Democracy

The LG began by acknowledging the formation of the elected Government, noting that the transition has strengthened public faith in democratic institutions. He emphasized that the government’s focus remains on restoring participatory governance and ensuring every region’s voice is heard.

“This Session holds special significance as it offers an opportunity to reflect on our collective journey and reaffirm our commitment to the aspirations of the people,” LG Sinha stated.

Infrastructure: Tunnels, Trains, and Tarmac

A massive investment of ₹61,528 crore has redefined the road sector.

  • Connectivity: The Sonamarg Tunnel is complete, while the Zojila Tunnel is in advanced stages.

  • Railways: In a historic first, the Kashmir Valley is now connected to the national railway network. A dedicated Railway Division for J&K has been sanctioned.

  • Air Travel: Jammu Airport expansion is progressing, and night flight operations have been normalized.

Energy & Water: 200 Free Units for AAY Families

The LG announced a major relief for the most vulnerable sections of society.

  • Free Electricity: 2.23 lakh AAY families will receive 200 free units of electricity under the PM Surya Ghar Muft Bijli Yojana.

  • Hydropower: Projects like Pakal Dul and Ratle (totaling 3,014 MW) are under active execution to make J&K power-surplus.

  • Jal Jeevan Mission: Tap water connections have now reached the majority of rural households.

Economy, Jobs, and Industry

J&K is recording a nominal growth rate of 11%, positioning it among the fastest-growing regions in India.

  • Recruitment: 7,650 government posts were filled in 2025; recruitment for 23,800 additional posts is currently underway.

  • Mission YUVA: Aiming to create 1.35 lakh entrepreneurial units, providing a platform for 4.5 lakh youth to become job creators.

  • Industrial Boom: Since 2020, 2,227 units have commenced production, involving an investment of ₹15,940 crore.

Healthcare & Education

  • Health: AIIMS Jammu is established, and AIIMS Kashmir is nearing completion. 548 new medical seats were added this year alone.

  • SEHAT App: 15 lakh users are now registered for digital healthcare access.

  • Education: 396 schools are being upgraded under PM-SHRI. The government is also launching JK e-Pathshala, a free TV channel for curriculum-based lessons in local languages.

Social Justice & Welfare

The LG underscored a “humane approach” to governance:

  • Pensions: Monthly social security pensions were enhanced (up to ₹2,000 for those 80+).

  • Ration Support: AAY families now receive an additional 5 kg of free ration following the Chief Minister’s 2025 budget announcement.

  • Women’s Mobility: The introduction of free public transport for women was highlighted as a key initiative to improve urban mobility and family savings.

  • Tribal Rights: In a major reform, the implementation of the Forest Rights Act has been transferred to the Tribal Affairs Department to ensure focused attention on Scheduled Tribes.

Key Performance Indicators (2025-26)

Digital Governance: 1,500+ Services Online; 82 Crore e-Transactions. Agriculture: Fish production up by 16%; Honey production doubled. Public Services: 10.44 Lakh Smart Meters installed. Housing: 3.21 Lakh houses completed under PMAY-G. Startups: 1,316 registered startups (471 women-led). 

The Road Ahead

Closing his address, LG Sinha called for a spirit of cooperation within the House. He reiterated the government’s commitment to resolving the issues of daily wagers and contractual workers with empathy, aiming for a “peaceful, progressive, and prosperous” Jammu and Kashmir.
