In a major move to stabilize bilateral relations, India’s National Security Advisor (NSA) Ajit Doval concluded a high-stakes two-day visit to Canada on February 7, 2026. The visit, part of a regular bilateral security dialogue, marks a significant step toward rebuilding institutional ties that had been strained over the past two years.
Strategic ‘Shared Work Plan’ Formalized
On Saturday, NSA Ajit Doval held extensive discussions with Nathalie Drouin, Canada’s National Security and Intelligence Advisor to the Prime Minister. The core outcome of the meeting was the agreement on a “shared work plan” designed to guide cooperation on national security and law enforcement.
According to officials, the two nations have agreed to:
-
Establish Liaison Officers: Both countries will appoint dedicated security and law enforcement liaison officers to streamline direct communication.
-
Intelligence Sharing: Build on existing agency relationships to enable faster information exchange on transnational organized crime.
-
Combating Drug Trafficking: A high priority has been placed on stopping the illegal flow of drugs, specifically targeting fentanyl precursors.
Counter-Terrorism and Cybersecurity
The dialogue extended beyond traditional law enforcement. Given the historical context of diplomatic friction, the focus on counter-terrorism and transnational crime networks is seen as a “re-engagement” on core Indian concerns.
Furthermore, both sides committed to formalizing a Cybersecurity Policy. This includes enhancing information sharing on cyber threats and fraud, as well as stricter immigration enforcement to prevent the misuse of travel channels by organized criminal elements.
The ‘Thaw’ in Diplomatic Ties
The meetings, which included a session with Canada’s Minister for Public Safety, Gary Anandasangaree, on February 6, come at a crucial time. Relations had hit a low point in 2023 following allegations surrounding the death of Hardeep Singh Nijjar.
However, the current diplomatic trajectory suggests a “reset.” The Doval-Drouin talks serve as a precursor to the anticipated visit of Canadian Prime Minister Mark Carney to India in early March 2026.
“The visit underscored the commitment of both India and Canada to deepen cooperation on security challenges and strengthen institutional mechanisms for sustained engagement.” — Official Statement
