Jammu, June 6:
In a massive push toward making the Union Territory narcotics-free, Lieutenant Governor Shri Manoj Sinha on Saturday led a public rally and Padyatra in Kishtwar, marking the expansion of the high-octane anti-drug campaign to its 19th district.
Addressing a massive gathering, the Lieutenant Governor delivered a stern warning to those fueling drug abuse and narco-terrorism in the region, reiterating the administration’s absolute zero-tolerance policy.
Reaffirming the government’s commitment to breaking the back of the drug trade, LG Sinha emphasized that every single link in the illicit supply chain is being targeted ruthlessly.
“We are breaking the chain of the drug trade at every single link. Whether it’s cross-border smugglers, peddlers, or the terror financiers—there is no safe haven. Our agencies are hunting down every narco-terrorist and permanently dismantling their networks,” the Lieutenant Governor asserted.
He further made it clear that under the leadership of Hon’ble Prime Minister Shri Narendra Modi, there is no room for leniency against those destroying the youth. “Narco-terrorists and drug smugglers, whether in Pulwama or Ramban, Kulgam or Kishtwar, must understand this truth that there will be no mercy for those who ruin the future of our young generation,” he added.
The Lieutenant Governor drew a sharp line between the perpetrators of the drug trade and its victims, advocating for a dual approach of strict law enforcement and compassionate rehabilitation.

For Victims: The administration is fully committed to providing comprehensive assistance to drug addicts who want to recover, ensuring they are integrated back into the mainstream with dignity.

For Perpetrators: LG Sinha strictly ruled out leniency for drug lords, stating, “Compassion cannot be wasted on narco-terrorists who profit from others’ ruin… My objective is very clear that ruthless action will be taken against narco-terrorists while unwavering protection will be ensured for the innocent.”
Reflecting on the 56 days of his continuous mission, the LG observed that citizens from all walks of life have come out onto the streets across J&K, sharing the pain of affected families and energizing the youth to foster grassroots resistance.
While the current J&K Drug-Free Campaign is slated as a 100-day initiative, LG Sinha maintained that this is just the beginning of a long-term crusade.
“It is a war of years, not a battle of weeks. Victory demands a unified, round-the-clock commitment. By mobilizing a whole-of-society approach, we will ensure that J&K’s soil is completely cleared of drug smugglers and drug peddlers. This campaign is a matter of the soul of Jammu Kashmir,” he said.
Community Ownership: Neighbors as Shields
To safeguard the youth from the shadow of addiction permanently, the administration is embedding this mission into the grassroots level. Local communities are being equipped to recognize early warning signs and intervene timely.
The LG hailed teachers, Panchayat Mahila Samitis, religious leaders, and civil society groups as the true torchbearers of this movement, standing united to shield Kishtwar and the rest of Jammu Kashmir. He concluded by saying that the citizens have spoken with one voice: narco-terrorists must be permanently driven from this land.
