Jammu, March 11:

A delegation representing nearly 1,500 non-gazetted employees from the newly established Government Medical Colleges (GMCs) across Jammu and Kashmir met with the Hon’ble Minister for Health and Medical Education, Ms. Sakina Itoo, today.

The employees submitted a formal representation seeking the urgent finalization and notification of Recruitment and Service Rules for Subordinate Services (Non-Gazetted and Class-IV/MTS), a move they say is critical to the survival of their careers.

Six Years of Uncertainty

The delegation pointed out a staggering administrative gap: although the new GMCs were established nearly six years ago, the staff continues to work without clearly defined service conditions.

While the Health and Medical Education Department issued Draft Recruitment Rules (No. ME-NG/68/2025-02) on August 28, 2025, the final notification has remained in limbo for over six months.

The Human Impact:

  • Total Affected: ~1,500 employees across five new GMCs.

  • Per College: Approximately 300 non-gazetted staff per institution.

  • Stalled Progress: Lack of rules has halted promotions, seniority fixation, and pay scale rationalization.

Key Demands Presented to the Minister

The representatives, led by Dr. Ranjeet Sharma and Neeraj Malagar, highlighted several critical issues stemming from the delay:

  • Pay Parity: Aligning pay structures with the established GMC Jammu and GMC Srinagar.

  • Career Progression: Opening up long-overdue promotional avenues for staff who have served since the colleges’ inception.

  • Recruitment: Resuming regular recruitment through the JKSSB to fill vacancies and improve patient care/administrative efficiency.

  • Seniority: Formalizing seniority lists to prevent future legal and administrative hurdles.

“The absence of notified rules has not only stalled our careers but is also affecting the administrative functioning of these vital medical institutions,” the delegation stated during the meeting.

The Minister’s Assurance

Minister Sakina Itoo reportedly gave the delegation a patient hearing, acknowledging the legitimacy of their concerns. She assured the representatives that the Health and Medical Education Department would look into the matter to expedite the finalization of the rules.
