As the Jammu and Kashmir administration gears up to present the annual budget for the financial year 2026-27, the J&K Border Area Development Conference (JK-BADC) has issued a strong appeal to prioritize the welfare of those living on the geographical and social margins of the Union Territory.

Dr. Shazad Ahmed Malik, Chairman of JK-BADC and former Vice Chancellor, urged the government to ensure that the upcoming fiscal roadmap provides substantial relief and development for border and tribal communities.

Healing the Scars of Conflict

A central theme of the BADC’s appeal is the lingering impact of the May 2025 India-Pakistan Conflict. Dr. Malik highlighted the severe losses suffered by residents in the Rajouri and Poonch districts, which bore the brunt of the hostilities last year.

  • Security & Dignity: Dr. Malik emphasized that development in these zones is not merely about “funds and bricks” but about restoring the dignity and security of people who have historically faced neglect.

Infrastructure; Massive allocation for roads, schools, health centers, and clean water schemes. Livelihood; Direct welfare programs and job creation tailored for tribal and border youth. Fiscal Management; Timely release of allocated funds to prevent project stalling. Governance; Transparency in project implementation and robust citizen feedback loops.

Call for Accountability

Beyond just requesting funds, the JK-BADC is calling for a systemic shift in how projects are managed. Dr. Malik stressed that transparency and accountability are essential to ensure that resources reach the intended beneficiaries rather than being lost to administrative delays.

The organization is urging the government to strengthen monitoring mechanisms, allowing residents of these remote areas to provide direct feedback on the quality and progress of development works.
