Jammu, January 2:
Security forces in Jammu and Kashmir have intensified their campaign against the invisible support networks of terrorism in the Kishtwar district. In a comprehensive year-end briefing for 2025, Senior Superintendent of Police (SSP) Naresh Singh revealed that over 151 Over-Ground Workers (OGWs) are currently active in the region.
The police have launched a massive offensive to dismantle the logistical and financial backbones of these terror outfits, marking 2025 as a year of high-intensity operations and surveillance.
Over-ground workers serve as the “eyes and ears” for militants, providing shelter, intelligence on troop movements, and logistical support.
2025 Enforcement Highlights:

Arrests: 24 high-priority OGWs have already been apprehended and sent to jail.

Preventive Action: Legal proceedings were initiated against 97 individuals to disrupt potential terror activities before they could materialize.

Surveillance Expansion: The district’s digital eye has grown significantly, with 389 new CCTV cameras installed in 2025, bringing the total network to 1,831 cameras.
“These actions have significantly weakened the logistical and intelligence networks that sustain terrorist activities in this sensitive region,” stated SSP Naresh Singh.
The security setup in Kishtwar’s difficult, hilly terrain has remained on high alert throughout the year.
The Scale of Counter-Terrorism:

Massive Search Ops: Security forces conducted over 1,500 Cordon and Search Operations (CASOs) across the district.

Lethal Encounters: Five major encounters took place, resulting in the neutralization of three foreign terrorists, a significant blow to revival attempts by terror groups.

Targeting Absconders: Police identified 36 individuals who fled to Pakistan to join terror ranks. In a stern warning, the properties of 18 such individuals have already been seized, with more seizures in the pipeline.
Beyond counter-terrorism, the Kishtwar Police reported a record improvement in law enforcement efficiency.
The SSP credited this success to “intelligence-based and terrain-specific operations,” ensuring that despite the focus on militancy, general crime remained under tight control.
